One of the foundations of any loadout in Call of Duty: Black Ops 7 is your perks. You can choose a default of three perks, one across three individual slots, for every loadout you create in multiplayer. Not all perks are created equal, as some are vastly superior to others given their versatility with multiple playstyles, but there's a perk for however you wish to play Black Ops 7.
Of course, it can be difficult to know which perks are stronger than others. You might also find it challenging to pick between two or three top-tier perks, as Black Ops 7 presents some tough choices with how its perk system is set up. Best Perks in Black Ops 7
We will be breaking down the best perks to run in each of the three categories: Perk 1, Perk 2, and Perk 3. For each perk slot, we'll provide you with multiple options that represent the best those individual slots have to offer. While you might find yourself running the same three or four perks across every loadout, at least you'll have some backup choices that you know are strong as well.
Perk 1

Plain and simple, the Perk 1 slot in Black Ops 7 holds a majority of the top perks in the game. Just about every perk is useful in some shape or form, regardless of the weapon you're using or the playstyle you like to run. That said, there are certainly some perks that stand out more than others, and you can see what those are below:
Ghost
Ninja
Lightweight
Flak Jacket
Tech Mask
In addition to those perks, Cold-Blooded is also a fantastic option, especially if you're tired of being killed by scorestreaks, and Gung-Ho is useful if you're running a shotgun.
However, Ghost and Ninja are the two best stealthy perks in Black Ops 7, Lightweight makes a huge difference in your movement speed, and Flak Jacket and Tech Mask both effectively stop lethal and tactical equipment, respectively. Any one or two of those perks on your loadout are wise choices in Black Ops 7.
Perk 2

Next up, we have the Perk 2 slot, which doesn't feature nearly as many useful options as the Perk 1 slot. There are a couple of decent perks available, but outside of those, you'll have to play a specific way in Black Ops 7 to get the most out of other perks. Fast Hands is going to be your default Perk 2 option for a majority of loadouts in Black Ops 7. It improves weapon handling and reload speeds, making it a useful pick for any weapon outside of the melee options. However, Looper is also incredibly enjoyable, as it allows you to loop your scorestreaks in the same life, giving you the chance to earn them twice if you stay alive for long enough. Finally, Gearhead isn't nearly as impactful as the first two choices, but it can be a niche perk for certain loadouts.
Perk 3

Last but not least, we have the Perk 3 slot in Black Ops 7. Once again, Perk 3 is lacking compared to Perk 1, but it does feature perhaps the best perk in the entirety of multiplayer. While this gives you an easy pick when it comes to selecting a perk in this slot, it also means you'll have a hard time picking anything else. Here's our picks for the best options in Perk 3:

Dexterity completely changes the way Black Ops 7 plays, as it allows your weapons to remain fully aimed down-sights when sliding. This is a major crutch perk in multiplayer, and you'll want it for any of the top weapon loadouts in multiplayer.
Aside from Dexterity, Quartermaster is decent for faster Field Upgrade charges while Tracker can be useful if you're trying to flank enemies and play stealthily, as you get to see enemy footsteps on the ground. Rounding out your best options is Tac Sprinter, which forces your player to Tac Sprint. This is hugely subjective, and while most players don't like Tac Sprint, if you're on the other side of that fence, you'll want to run the Tac Sprinter perk.
